Tax Consultant Position Announcement
Publish What You Pay – US (PWYP-US) is the US chapter of a global coalition calling for a more transparent and accountable extractives sector so that oil, gas and mining revenues improve the lives of people in resource-rich countries. PWYP-US advocates for transparency initiatives that shine a light on the financial flows between companies and governments so that citizens have the information they need to hold their governments accountable. PWYP-US has 40 NGO members and is governed by a steering committee led by Global Witness, ONE, Oxfam America, and PWYP-International. The global PWYP network spans 41 countries, primarily in Africa, Asia and Latin America. PWYP-US is a project of the Fund for Constitutional Government.
PWYP-US is seeking a Tax Consultant to write a policy brief containing easy-to-digest analysis of federal taxes paid by, and tax avoidance strategies used by oil, gas and mining companies. This brief may serve as the foundation for a future US extractives tax campaign.
The consultant will submit a draft report by November, 12, 2018 that outlines the federal tax regime applicable to oil, gas and mining companies; commonly used tax avoidance strategies; case studies; existing evidence (specifically reports filed by companies pursuant to mandatory payment reporting legislation in Canada and the European Union); and policy recommendations. The consultant will incorporate feedback and edits from PWYP-US for final report completion by January 11, 2019.
The consultant will work remotely and report to the director of PWYP-US.
Minimum 10 years experience working on US tax law and/or policy and some knowledge of the natural resources sector
Strong research, writing, and analytical skills
Excellent quantitative skills
Ability to communicate clearly and concisely in English, both verbally and in writing
Proven ability to explain complicated policy topics in simple terms to a broad audience
Excellent organizational skills and attention to detail
Some Duties and Responsibilities
Coordinate closely with PWYP-US’s director, reporting regularly on progress made
Duly consider and incorporate input from internal and external reviewers
Produce a concise, well-written and convincing briefing paper using information drawn from credible sources to inform PWYP-US’s advocacy work on US oil, gas, and mining taxes
